MINUTES OF A MEETING HELD ON 7 DECEMBER 2005

AT THELBRIDGE PARISH HALL

The Chairman opened the meeting and thanked all present for their attendance.

Public Session

Mr. Govett asked what the current situation was after the findings of the Speed Visor Camera Survey, which had shown that many drivers were speeding through the restricted zone. The clerk said that he had been in touch with the Local Service Group They advised him that following a Court Ruling. The 30 M.P.H. Zone through Nomansland was not enforceable, as the markings did not conform strictly to the letter of the law. The Council would be rectifying this situation as soon as possible, however due to the fact that several Villages were found to be in a similar situation this may take sometime. Mr. Wills said that he also had been in touch with the police on the same issue and could confirm what the Clerk had said.

Council Meeting

Apology for absence received from Councillor T.W. Ford

The Chairman reminded all Councillors of declaration of interest.
Minutes of the previous meeting had been circulated. Two errors were brought to the attention of the Clerk.

2 The closing time of the meeting was shown as 7.30 P.M. not 9.30 P.M.
The Clerk apologised for the errors and minutes were altered accordingly, and were agreed as a true record.

Matters arising

The Clerk said that he had been in contact with Cruwys Morchard Parish Council regarding the possibility of a combined approach to the funding of a permanent Speed Visor Camera. Due to other funding programmes the Council were currently considering it would not be possible to help. Mr. Wills said that it may be possible to obtain funding for a Camera from the National Lottery Awards For All Programme. He also raised the question of having hand held Cameras.

Planning

Councillors had agreed the following planning applications outside this meeting.

1 Erection of a two Storey Extension The Cottage Stretchdown 2 Formation of a Horse Manage and erection of associated fencing The Forge Thelbridge Hill 3 Erection of an extension Thelbridge Barton Farm (revised scheme)

Marcus Tribe Appeal against refusal. Site Visit by the D.O.E. expected in early January followed by an informal hearing.
Pancherz no decision on this application by Mid Devon Planning Authority.
Councillor M. Squires agreed to take this matter up with the Planning Authority.
Erection of a single storey extension, new roof to existing single storey sections and erection of garage and change of use from agricultural land to residential Woodhouse Cottage Haves Hill.

Mr and Mrs. Flinton the applicants attended the meeting and explained the reasons for the application. Meetings had been held with the Planning Authority but they seemed to be uncertain what they wanted. However further plans had been had been submitted for approval councillors gave their agreement.

Councillor M. Squires suggested that as two sets of plans had been submitted and the second set had yet to reach the Council that agreement in principal should be given. This was agreed.

Highways

Pot Holes in the road outside New House Nursery and Drainage problems reported to Highways Authority.
Temporary Prohibition of through traffic Milbarn Cross to Doctors Corner
Councillor Webber said that Highways had carried out some work in the area but problems still existed
Councillor Hayes said that the cottage on the road from Millbarn Cross to Doctors Corner was prone to flooding he suggested that a site visit should be arranged with the Highways Division.
Councillor Gillbard said that the bank on the road opposite the Thelbridge Cross Inn was being eroded. The Clerk was instructed to take all these issues up with the Highways Authority.

Finance

The Clerk reported that the Current Account showed a credit balance of £65.40 The request for the next years precept was due shortly, a budget for the coming year showed that the estimated cost of running the council would be approximately £640

The Clerk suggested that as Elections were due in two years time it would be prudent to carry over a surplus. Councillors agreed to Precept request of £750.00 To include the DAPC Membership fee

Councillors considered all these items. It was decided that due to Council Policy no donations would be given.

Date of Next Meeting was agreed for the 8 March at 7.30 P.M. Thelbridge Parish Hall

There being no other business the Chairman closed the meeting at 9.30 P.M. Thanking all present for their attendance.
